Development
Grand Theft Auto 6 has been in the works since the mid-2010s, in full production since 2020, and is made by a Rockstar that more than doubled in size after Red Dead Redemption 2. It runs on the RAGE engine at 30 frames per second on PlayStation 5 and Xbox Series X and S, with no PC version announced and no streaming to PC at launch.
Grand Theft Auto 6 is developed and published by Rockstar Games, led from Rockstar North in Edinburgh, whose head of development and co-studio head, Rob Nelson, has been its public face. Thirteen years after Grand Theft Auto V, IGN heard from Nelson that the team has doubled in size, and after watching him play called it "the best I've ever seen a game look on PS5". Preliminary work began in 2014, after Grand Theft Auto V, early development after Red Dead Redemption 2 in late 2018, and full production in 2020, under the code name Project Americas.

Making it
By 2026 Rockstar wanted people to know how big the game is. The message the team wanted TGG to pass on from Rockstar North was, in his words: "The world has never seen a game like GTA 6 before. We're not trying to hide anything. We want to show everyone what GTA 6 is."
"Unprecedented pressure" came with more than a decade of waiting, Nelson told Dazed, "however, I don't know that any amount of external pressure could compare with the pressure we put on ourselves as a team." The team looked back at its earlier games "with a critical eye", at what it had lacked the time, resources or technology to do well. One Rockstar office, in Los Angeles, works almost entirely on the people who fill the streets; the vehicle handling team includes real racing drivers; and, in the words of senior art director Jamie-Lee Lloyd, "we developed new tools and pipelines that enabled us to build the most detailed and varied character population we've ever created". How Miami was researched is on Vice City.
Nelson described the method to Love magazine in October 2026: "We build the game up through a series of eight-week milestones where we pull agreed-upon sections of the game together," then evaluate them and "make loads of notes" for the next, "year after year, one obsessive day at a time, course-correcting as we go". A team in Los Angeles wrote nothing but the lines of people in the street; "there are no shortcuts when it comes to building a world like this," said James Horton, the open-world writing director.
Much of the design carries on from Red Dead Redemption 2. On the Extended Look's opening walk into a building, where the player keeps control through what used to be a cutscene, Nelson told TGG: "we started pushing this type of interconnectedness a lot in Red Dead Redemption 2", trying to bring things that "would traditionally have been in cutscenes more in-game for the player to participate in."
The result, as Nelson put it to TGG, is a game of constant decisions: "You can find yourself playing in a restrained way and then someone crosses a line and then that's it." Pulling someone out of a car now carries a risk, because they will call the police, so "maybe I'll find a car parked when no one is around and break into it". "I think you feel a lot more like a criminal and you have to think like one a lot more."
The studio
It is the first main Grand Theft Auto since the 1997 original not written by Dan Houser, who left Rockstar in 2020. The team avoided the heavy crunch of earlier projects and moved away from jokes aimed at marginalized groups, and in 2022 Rockstar moved staff from Red Dead Online and from planned remasters of Grand Theft Auto IV and Red Dead Redemption onto it. Analysts guessed its budget at one to two billion dollars, a figure never confirmed.
In April 2024 Rockstar ended remote work and called staff back to the office "for productivity and security"; the Independent Workers' Union of Great Britain said it broke promises of flexible working. In October 2025 Rockstar fired 34 employees, 31 at Rockstar North and 3 at Rockstar Toronto, for discussing and sharing confidential information in public; the union called it union busting, saying the employees had been organizing. The second delay was announced a week later. See Release Date and Delays.
The fired workers took Rockstar to an employment tribunal in Glasgow, where the final hearing opened in September 2026 and was set to run until Oct 16. Rockstar maintains that they were dismissed for gross misconduct over leaks, not for union activity. On Oct 9 Kotaku reported the questioning of Rockstar's HR director, Charlie Kinloch, over screenshots of a union Discord server that a junior employee had passed him for more than two years before the firings. Closing submissions are expected on Nov 17 and 18, 2026, the days before launch (Kotaku, Oct 27, 2026).
Organizing went on. After workers asked Rockstar to recognize the Independent Workers' Union of Great Britain voluntarily and met management on a recognition deal from July 2026, the question went to a vote instead: Rockstar's UK workers vote from Nov 12 to Nov 26, 2026 on whether to establish the union, a window that takes in the Nov 19 launch, according to a press release Kotaku reported on Oct 27, 2026. If it passes, it would be the largest recognized union in the UK games industry, and members say it would give them a say on pay and bonuses, overtime, redundancies, flexible working and generative AI policy. Rockstar's only stated position in that report is the one it holds at the tribunal: the 31 were dismissed for "gross misconduct, and for no other reason".
Take-Two's chief executive, Strauss Zelnick, has dismissed the idea that new AI tools could let anyone make something like it: "The notion that somehow new tools would allow an individual to push a button and generate a hit, and market a hit, and bring it to many millions of consumers around the world, it's a laughable notion." Rockstar has said there is no generative AI in the game.
30 frames per second
In August 2026 Nelson confirmed that the consoles run the game at 30 frames per second, with a 60 frames per second option still for the technical team to decide. Digital Foundry thinks the target was set from the start, given how much the game simulates, from the density and behavior of its crowds to its physics, and given its heavy use of ray tracing for lighting and reflections, which it doubts could be cut without the game looking wrong.
Scanning the whole Extended Look, Digital Foundry found almost all of it at a locked 30, with a dropped frame only now and then on a camera cut in a cutscene.
What makes it look choppier than it is, they argue, is an animation pacing problem seen in earlier games on Rockstar's RAGE engine: the camera and animations sometimes move unevenly from frame to frame, most noticeably in cutscenes and in slow camera pans. They do not expect it to be fixed.
The footage appears to render at 1440p with no dynamic resolution. Lowering the resolution would not buy 60 frames, Digital Foundry explains, because the processor would become the limit, and cutting the simulation would mean fewer cars and people. The PlayStation 5 Pro version is "enhanced", but Luke Stephens relays expert guesses of about 40 frames per second at best there.
Consoles first
Sony's promotion said the game "plays best on PS5", which caused an argument online. Hazard lists what that means in practice: haptic feedback, fast loading, Sony's 3D audio and the controller's speaker, and he expects the game to look and run much the same on an Xbox Series X.
There is no Windows version scheduled. A former Rockstar producer explained that the studio develops for consoles first because "it's always better to start with the constraints and then extend". Grand Theft Auto V reached PC a year and a half after its console debut, and some critics, penguinz0 among them, argue that a later PC release lets the game sell twice to the same players.
Streaming will not fill the gap at launch. On Oct 6, 2026, The Verge reported that Xbox had won exclusive rights to stream the game at launch, which would have let people play it on a PC through Xbox's cloud service. Xbox's chief strategy officer, Matthew Ball, called it "misreporting" the next day: "We are looking forward to launching GTAVI on XBOX November 19, though the game will not be streaming exclusively or to PC."
The game launches as single player, and Rockstar has announced no online mode. Twitch's chief executive, Dan Clancy, who said his company had spent a lot of time talking with Rockstar about its plans, told Bloomberg in September 2026 that he expected a big bump in viewers at launch, "but then an even bigger one next year when they launch multiplayer". Rockstar has not confirmed it.
After Grand Theft Auto 6
Rockstar says the next wait will be shorter. In Bloomberg's report on the game's making, published on Oct 14, 2026, Phil Hooker said that "the engine, the tools and the team we've built during this project will allow us to do things more quickly", building "more sideways than upwards", and Aaron Garbut added: "We foundationally changed a lot of stuff on this project. But now it's done, and we're not going to rip it apart." Kotaku, summarizing the report, noted that Rockstar has not said what its next game is. The same report covered the studio's office rule since the 2022 leak and how the second delay was asked for; see Leaks and Release Date and Delays.
Frequently asked questions
How long has GTA 6 been in development? Preliminary work on Grand Theft Auto 6 began in 2014, early development after Red Dead Redemption 2 in late 2018, and full production in 2020, so it reaches players on Nov 19, 2026 after about six years of full production.
Who is making GTA 6? Rockstar Games, led from Rockstar North in Edinburgh, develops and publishes Grand Theft Auto 6; Take-Two Interactive owns Rockstar.
Are Rockstar's developers unionizing? Rockstar's UK developers vote from Nov 12 to Nov 26, 2026 on whether to establish a union with the Independent Workers' Union of Great Britain, after Rockstar did not recognize it voluntarily, Kotaku reported on Oct 27, 2026. The vote runs through Grand Theft Auto 6's Nov 19 launch.
Will Rockstar's next game take as long as GTA 6? Rockstar says it should not: its leads told Bloomberg in October 2026 that the engine, tools and team built for Grand Theft Auto 6 will let the studio work more quickly.

LeaksGrand Theft Auto 6 has leaked more than almost any game: 90 videos of early footage stolen from Rockstar's Slack in September 2022, a development kit photo in 2025, and in August 2026 an account called CyberLeek posting map and gameplay footage for a meme coin, until Rockstar spoke up the day before the Extended Look. CyberLeek came back on Oct 8, 2026 with 25 minutes more, threatened the whole build, and said on Oct 14 that its leaks had stopped.
